Logan Freese, General Manager

Logan Freese is a born and raised Yukoner with a diverse financial and managerial background.  During his career, he has served in roles ranging from accounting positions, commercial and personal financial service roles, collections specialist, and most recently, as the Manager of Financial Services for a developmental lender providing assistance to Yukon and Northern BC based companies and entrepreneurs.   

In his current role as General manager for the Copper Niisuu Limited Partnership, he is responsible for the advancement, financial management and diversification of the business interests for CNLP on behalf of the White River First Nation.  These business interests cover a broad scope of sectors including renewable energies, resource management, mineral exploration, manufacturing, aircraft leasing, expediting and transportation.  Throughout his career, he has developed a depth of knowledge regarding the operation and financial management of companies ranging from fledgling and start up businesses to larger multinational corporations.  Additionally he has a range of experiences in serving on a various Boards of Directors in multiple positions for both non-profit and for-profit entities.   

In his spare time, Logan is an avid outdoorsman who loves spending time with his family in exploring this amazing territory.

John Vander Meer, President

As President of both the WRDC and CNLP, John Vander Meer has an exemplary history of community advocacy advancing the role and effectiveness of territorial governance.  Alongside John’s devotion to the development of homegrown WRFN initiatives, John also oversees the largest geographical local of the International Brotherhood of Electrical Workers’ operating from Whitehorse and responsible for the business activities covering the 3 million square miles of Canada’s territories

John began his professional career facilitating a wide variety of initiatives for Yukon’s Beaver Creek youth including the coordination of summer programs, log home building and aboriginal language instruction.   In 2004, John began his career as a technician for NorthwesTel Inc. which led to his involvement in labour advocacy in the role of union shop steward.  Recognizing his leadership abilities and his ability to build relationships, John joined the executive leadership of his union moving through the ranks from Unit Chair to Vice President to President until ultimately accepting a full-time senior officer position as Business Manager for all northern Local operations.  Outside his professional obligations and leadership roles with CNLP and the WRDC, John still finds time to passionately pursue his love for acquiring and rebuilding hot rods and classic automobiles.

Deb Enoch,

Vice President

Deb’s ancestry is Northern Tutchone/Upper Tanana and is a member of White River First Nation. Deb grew up in Snag with her adopted parents, then they moved to Burwash Landing so that she could attend elementary school. Deb then moved to Haines Junction in order to attend high school where she graduated.

After high school, Deb applied to NorthwesTel for the 3 Year Youth Employee position. While working in the clerical position she applied for the Electronics Technical program at Yukon College with NorthwesTel sponsoring her studies. Deb has 36 years of experience with NorthwesTel where she worked in various technical positions in Inuvik, Dawson and Whitehorse.

While in She lived in Inuvik Deb joined the Lion's Club where she's held various positions of President, secretary, board of directors and Zone Chair. Deb is currently a member of the Lake Laberge Lions Club in Whitehorse.

Since she joined the White River Dev. Corp. in 2018, she has held the director position. Deb would like to see her First Nation succeed in creating business opportunities to enable growth and create jobs in the community.

In her free time, Deb likes to travel, mostly to explore new places and visit family and friends. Deb's passion is curling where she curls in the Whitehorse Curling Club with a mixed team of four and she also curls in the mixed doubles league. She's also rediscovered her passion for creating beadwork where she makes various items and currently holds beading workshops for Yukon Government's treatment program.

Irene Winzer, Treasurer

Irene’s ancestral roots are from Athabaskan / Northern Tutchone / German lineage - and she enjoys everything about the great outdoors and all that it has to offer; spending much of her time harvesting medicines to meals with her busy family of seven.

As a member of the White River First Nation, Irene was first introduced to the finance field while living in Beaver Creek, where she managed the First Nations financial programs overall operations and continues to work overseeing some of the financial matters of a Self Governing First Nation in Whitehorse. Irene has worked in various financial capacities for the past 22 years and is excited to be a part of the positive move forward with CNLP and the opportunities and development that benefits the community of Beaver Creek and its members.

A few of Irene’s loves are working on and sewing with moose/caribou hide, playing and enjoying music, and her most recent favorite - being a grandma to granddaughter Ava-Lea and grandson Jayce.

Jennifer Macgillivray, Project Director

Jennifer Macgillivray, NCIDQ, PMP, MBA is the Director of YukonBright, a project advisory firm in Whitehorse, Yukon. She is the Project Director of the Beaver Creek Solar Project.

Jenn has been involved in construction for the last 25 years. She has held senior roles in Yukon Government and private industry. As Assistant Deputy Minister she oversaw the development and management of the territories building portfolio. As Director of Infrastructure, she supported communities planning, building and maintaining infrastructure. As Executive Director of Major Projects she managed the construction of the largest building in the territory, her team won the Premier's Award for their work.  She worked for Stantec as Manager of Major Projects and for Dowland Contracting as Construction Manager and Vice President of Operations. Previous to these roles she worked designing spaces and project managing. 

Jenn has served on local and national boards, including the Northern Advisory Committee on Codes and Standards, the National Executive Forum on Public Property, Yukon Contractor’s Association, NSNY’s Audit Review Committee and as President of Yukonstruct.  

She graduated with a Diploma in Interior Design, completed post graduate programs in Facility Management, Project Management and has a Masters of Business Administration.  

In her spare time, Jennifer can be found adventuring in the backcountry, mountain biking and volunteering.

Alexandre Vigneault,

Project Manager

Alexandre Vigneault is passionate about fighting climate change and transitioning to a 100% clean energy future. Alexandre holds a master’s degree in biofuel and biochemical generation and a PhD in hydrogen production. He also worked as an R&D researcher in the biodiesel sector for several years. Alexandre now provides technical expertise to businesses and communities in British Columbia and in the Yukon, investigating and developing wind, micro-hydro, biomass, solar energy, district energy systems, and community energy plans.

Alexandre is the Project Manager for the Beaver Creek Solar Project. With his team, he supports the project through various phases and activities, such as feasibility study, energy and financial modeling, electricity purchase agreement negotiation, permitting, financing, engineering design, and construction activities.  

Alexandre was also the Project Manager for the Old Crow Solar Project, the first independent power producer (IPP) project installed and operating in the Yukon.
